The area outside newly constructed basement walls is backfilled with loose soil, creating a "french drain" that rapidly fills with ground water when it rains. This drainage field will back up as the drainage pipe eventually clogs and water levels rise.
Pooling water creates hydrostatic pressure on the walls and the concrete blocks absorb enormous amounts of water. If not filled, the openings inside the block begin to fill. Interior basement drainage systems relieve the pressure, channeling the water to collection area, plumbed and pumped out and away from the structures foundation. When the moisture reaches the interior walls or floors, it converts into a gas, creating humidity in the interior space. In the process, the minerals in the water are left behind. This is the white, powdery substance you'll see on basement or crawl space walls called "efflorescence".

If the basement is adequately climate controlled, the need for a dehumidifier is unlikely. If unfinished and not climate controlled, a dehumidifier can be utilized to supplement in times of higher dew points and temperature imbalance between spaces.
