The area outside newly constructed basement walls is backfilled with loose soil, creating a "french drain" that rapidly fills with ground water when it rains. This drainage field will back up as the drainage pipe eventually clogs and water levels rise.
Pooling water creates hydrostatic pressure on the walls and the concrete blocks absorb enormous amounts of water. If not filled, the openings inside the block begin to fill. Interior basement drainage systems relieve the pressure, channeling the water to collection area, plumbed and pumped out and away from the structures foundation. This solves the "leaky basement" but what about the walls as ground water continues to infiltrate the same ground? See the illustration below
Concrete block or poured concrete foundation basement walls soak up the water like a sponge and transfer that moisture to the interior of the basement. Here's a great illustration. Rain water takes the path of least resistance thru the loose, backfilled soil. The concrete block or poured footings, walls and slabs soak up water like a sponge.
When the moisture reaches the interior walls or floors, it converts into a gas, creating humidity in the interior space. In the process, the minerals in the water are left behind. This is the white, powdery substance you'll see on basement or crawl space walls called "efflorescence".
While efflorescence itself isn't dangerous or harmful, it is evidence of vapor transfer. A common indicator that there's a problem.

If the basement is adequately climate controlled, the need for a dehumidifier is unlikely. If unfinished and not climate controlled, a dehumidifier can be utilized to supplement in times of higher dew points and temperature imbalance between spaces. Dehumidifiers will work less, cycle less and last longer with MaxxBarrier™.
